Job Description

Fincantieri Marinette Marine, a Fincantieri Marine Group Company, is a progressive shipyard specializing in building ships for the United States Navy. We currently have an opportunity for a Government Property Manager at our Marinette, Wisconsin location.

POSITION SUMMARY

Responsible for managing the Government Property System and staff. Ensures Property Systems FAR (Federal Acquisition Regulation) Outcome requirements are met. Develops property personnel staff to gain government regulation knowledge and works with team to improve property management acumen. Produces personnel training plans to obtain certification and prepares team for system approval and sustainability. Ensures accountability for all company property transactions and records in preparation for internal and or external audit reviews. Recommends areas in need of improvements and reports to Management system status, metrics and mitigation plans to address any risk in system performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Manages, supervises and delegates assignments to direct reports.
  • Directs government property cycle activities from acquisition to disposition to ensure program goals and objectives are met.
  • Implements and maintains a system of controls and procedures to ensure the Government Property System complies with government and customer requirements.
  • Provides training to property staff, warehouse, and relevant personnel that handles or is involved with Government Property or processes.
  • Writes / edits property procedures, property flow-charts, inventory plans and self-assessments.
  • Executes property self-assessments plans to ensure overall property system health and compliance with FAR outcome requirements.
  • Ensures GFP (Government Furnished Property) in drawings, allocations, and bills of material are accurate by working with engineering and configuration management to ensure flawless receipt, storage and management.
  • Supports procurement by forecasting material needs, customer delivery schedules, and mitigates shortage issues that impact production.
  • Communicates to customer all GFP related issues derived from Quality or Engineering.
  • Processes and obtains replacements from Government Logistics defective or damaged GFP.
  • Communicates with Security to establish process that ensure proper handling of all sensitive Government Property.
  • Must abide by and enforce all organizational policies and procedures.

SUPERVISORY RESPONSIBILITIES

Directly supervises 1 to 2 employees. Carries out supervisory responsibilities in accordance with the Company's policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Demonstrates leadership skills that align with the mission, vision, and values of the Company.

While performing the duties of this job, the employee's workspace is in a clean and comfortable climate-controlled setting with little to no exposure to the moving equipment, elements, extreme conditions, or risk of injury. The noise level in the work environment is usually quiet. When entering the shipyard, the work environment is not climate-controlled and there is exposure to moving equipment, etc.
